FORT WAYNE, Ind. (WPTA) – Last month, a federal grand jury approved an indictment charging eight people in connection with an illegal gambling business in Fort Wayne.
On April 23, eight people were indicted for running an illegal gambling business through the old Elks Lodge #155 charity casino on St. Joe Center Road, violating Title 18 of the United States Code.

The following individuals are named in the indictment: Rodney L. Naylor, Bruce Naylor, Chae David Naylor, Jawauna P. Davis-Parker, Michael L. Carter, Douglas W. McKinney, Christian R. Naylor, and Paul G. Rowan.
In October 2024, law enforcement officers seized nearly $105,000 from Bruce Naylor, one of the aforementioned individuals facing charges.
Court documents claim the defendants deceived city officials about casino operations in order to obtain zoning approval.
The documents also mention that defendants Bruce and Rodney Naylor were suspended in 2023 for charity gaming violations and continued casino operations despite the suspension.
All of the defendants are being accused of illegally accepting compensation through illegal gambling operations.
In September 2024, the Indiana Gaming Commission audited the casino, leading to the discovery of significant underreporting by the defendants.
